Europe’s largest nuclear power facility, Ukraine’s Zaporizhzhia Nuclear Power Plant, is confronting a critical risk of a complete power outage, raising serious concerns about potential radioactive material leaks. The plant is currently operating on emergency diesel generators to maintain cooling systems after its external power supply was severed. International bodies are increasingly worried about the dwindling fuel reserves for these generators, which could lead to a severe accident if the situation is not resolved promptly.
Critical Fuel Shortage at Zaporizhzhia NPP
Rafael Grossi, the Director General of the International Atomic Energy Agency (IAEA), issued a stark warning on August 29th, emphasizing the urgent need to secure diesel fuel for the Zaporizhzhia plant. He stated that without the restoration of external power or the delivery of additional diesel fuel, the plant could face a complete loss of power supply within approximately ten days. This precarious situation stems from the last remaining 330-kilovolt external power line being disconnected on August 20th due to military operations in the nearby Dnipro River region. The loss of external power jeopardizes the ability to circulate cooling water, a vital process to prevent reactor overheating and the subsequent release of radiation.
The plant’s personnel are relying entirely on emergency diesel generators to power essential cooling pumps, which are necessary to keep the reactors and spent fuel storage facilities at safe temperatures. An IAEA expert team on-site reported that as of August 23rd, the available diesel fuel reserves were estimated to be only enough for about ten days, the minimum required by regulatory standards. This critical fuel shortage has amplified international anxieties regarding the safety of the facility.
Zaporizhzhia Plant’s Operational Status and Military Context
The Zaporizhzhia Nuclear Power Plant is a significant European energy facility, equipped with six VVER-1000 reactors of Russian design, giving it a total installed capacity of 6 gigawatts. Since Russia’s full-scale invasion of Ukraine in February 2022, the plant has been under Russian occupation. Although Ukraine’s nuclear regulator took control of the plant, it has halted electricity generation entirely since September 2022. Citing safety concerns, Ukraine has also prevented IAEA inspection teams from accessing fuel storage areas since March 2025.
Meanwhile, Russia continues to target areas around the Zaporizhzhia plant, including using drones for attacks. IAEA experts have reported hearing explosions near the plant daily. On August 25th, two workers were injured by a drone attack targeting the vicinity of the spent fuel storage area. Another drone exploded in the spent fuel storage area on August 26th.
IAEA’s Stance and International Efforts
Director General Grossi has strongly condemned any actions that threaten plant staff or target critical nuclear facilities, stating that such behavior is unacceptable. He stressed that even without a release of radioactive material, these actions pose a severe risk to nuclear safety. The IAEA is actively engaged in negotiations to establish a security zone around the plant, aiming to facilitate repairs to the power lines.
The situation at other nuclear facilities across Ukraine is also precarious and mirrors the challenges faced at Zaporizhzhia. Explosions from drones have been reported near multiple sites, including the Chernobyl Nuclear Power Plant, the South Ukraine Nuclear Power Plant, and the Khmelnytskyi Nuclear Power Plant. IAEA inspection teams stationed at Khmelnytskyi reportedly have to take cover in bomb shelters frequently due to the constant shelling.
To mitigate the escalating risks, the international community is providing urgent assistance. Funds from countries like South Korea, the United Kingdom, and Sweden are being used to supply essential equipment to Ukraine’s regulatory bodies. This includes portable power generators and radiation detection devices, underscoring the global commitment to preventing a nuclear catastrophe.
