The torrential downpours, which began on August 13th, overwhelmed drainage systems and caused widespread disruption, stranding approximately 7,000 travelers at Narita Airport alone.
Unprecedented Rainfall Levels
The Japan Meteorological Agency (JMA) reported that parts of Chiba Prefecture experienced rainfall exceeding 100 millimeters per hour at its peak. By the morning of August 14th, the prefecture had recorded 348 millimeters of rain over a 12-hour period in Chiba City. This amount is nearly three times the average rainfall for the entire month of August and represents the highest rainfall recorded since meteorological observations began in the area.
One observation point in the Midori Ward of Chiba City registered an astonishing 450 millimeters of rain in just six hours between the evening of August 13th and the early morning of August 14th. In response to the extreme weather, the JMA issued its highest level of alert, Level 5, for heavy rain warnings in specific areas of Chiba, signifying an imminent threat to life and property.
Widespread Disruption and Stranded Travelers
The severe flooding paralyzed transportation networks across the capital region. Several train lines operated by JR East and Keisei Electric Railway were suspended, and sections of expressways were closed due to the hazardous conditions. The disruption at Narita Airport was particularly severe, with approximately 7,000 passengers unable to depart or arrive due to the widespread cancellations and delays of flights, trains, and buses. Airport authorities provided essential supplies such as water, food, and blankets to the stranded passengers who had to spend the night at the airport.
Beyond the airport, the prefecture scrambled to accommodate residents and travelers unable to return home. Seventeen facilities, including city halls and the Makuhari Messe convention center, were opened as temporary shelters. Reports indicate that around 3,900 people stayed in these emergency shelters overnight. Across Chiba Prefecture, an estimated 10,000 individuals were unable to reach their homes.

Following the dissipation of Typhoon Koinu (Typhoon No. 15), which had already left a significant amount of moisture in the atmosphere, warm, humid air from the south interacted with the cooler, dry air descending from the north. Specifically in the Chiba region, the collision of easterly and northerly winds generated repeated, powerful rain bands. While the JMA has since downgraded the heavy rain warnings from the highest Level 5, the agency continues to urge caution. The saturated ground in many areas remains susceptible to landslides, river flooding, and mudslides, posing ongoing risks to residents.

Despite the reduction in the immediate alert level, the lingering effects of the record rainfall pose significant threats. The potential for secondary disasters such as landslides and flash floods remains high in areas that have already experienced extensive inundation.
