Authorities charged the chairman of Seoul City Hall’s labor union with fraud and illicit brokering after he allegedly pocketed 35 million won ($25,000) from two victims.
Details of the Scheme
From February to early September 2023, the union leader promised the victims a status change to returning public servant positions within his organization. In exchange, he collected a total of 35 million won from them.
Investigators uncovered evidence of the backroom payments and conducted raids on the returning public servants’ union office and related sites in January.
Victim Complaints and Chairman’s Defense
The victims filed charges after the promised job arrangements failed to materialize. The chairman maintains that he fully refunded the money to them.
Seoul Dobong Police Station forwarded the case to prosecutors without detaining the suspect, confirming breach of trust through the unauthorized funds.
