The individual, identified as Rafael Dumlao, was a former team leader in the Philippine National Police’s anti-drug unit and had been evading capture for approximately one year and nine months.

The arrest took place on the morning of the 9th in a residential property located in Quezon City, within the Manila metropolitan area. Reports indicate that Dumlao was found asleep with a firearm nearby and offered no significant resistance during his apprehension. The operation was initiated after authorities received a tip, leading to a detailed investigation that involved surveillance and confirmation of the suspect’s identity before the arrest was executed.
Background of the Case
Dumlao is accused of orchestrating the kidnapping of the late businessman, identified as Ji Ik-joo, in October 2016. The incident reportedly occurred at Ji’s residence in Angeles City, Pampanga, with Dumlao allegedly using his position as an active police officer and posing as part of an anti-drug operation. Ji was then taken to the Philippine National Police headquarters, where he is believed to have been killed.
Initially, Dumlao was acquitted in the first trial. However, he was later sentenced to life imprisonment without parole in the second trial. He managed to escape custody before his sentence could be carried out. Philippine authorities had been actively pursuing him, obtaining an arrest warrant last September to intensify the search.
