The joint investigation team examining the Itaewon Halloween crowd crush has indicted former Seoul Central District Chief Prosecutor Choi Jeon-beom without detention on charges of dereliction of duty.
Indictment Details
Investigators announced on April 24 that they formally charged Choi without custody for neglect of official duties. His office led the initial probe following the October 29, 2022, tragedy, which claimed numerous lives. Choi previously received a non-prosecution ruling in 2024.
Special Committee’s Push for Reprobe
In January, the Special Investigation Committee tasked with uncovering the truth behind the crush and preventing recurrences urged authorities to reinvestigate Choi. The committee highlighted potential oversights in crowd management and response efforts.
Key Findings on Risk Awareness
The joint team concluded that Choi had ample opportunity to recognize the dangers of extreme crowd density before the incident but implemented no preventive actions. Post-crush responses, including rescue operations for victims, also fell short of timely and adequate measures.
Similar Outcome for On-Site Leader
The Special Investigation Committee similarly called for a fresh look at former on-site command team leader Lee Byung-hak. However, the joint team opted for non-prosecution in his case as well, citing insufficient evidence for charges.
