Singapore’s job market is seeing a significant shift toward skills-based hiring as more than 705,000 individuals have now accessed the Careers and Skills Passport (CSP). This digital tool, which consolidates verified employment history, academic qualifications, and professional certifications, has become a pivotal asset for those navigating the current employment landscape.
Verified Credentials Driving Recruitment Success
Data indicates that job seekers who utilize the CSP when applying through major job portals are 1.5 times more likely to be shortlisted by employers. By providing a secure, government-verified record of their professional background, candidates can bypass the manual verification hurdles that often slow down the hiring process. To date, over 2.3 million job applications have been submitted via the platform.
The ecosystem is expanding through new partnerships with online job portals such as EASE and FindSGJobs, joining existing partners like JobStreet and FastJobs. This expansion aims to make verified digital credentials the standard for recruitment across various industries.
Employer Adoption and Operational Efficiency
The number of businesses integrating the CSP into their recruitment workflows has surged, with approximately 5,200 employers now utilizing CSP-generated profiles—a 70% increase since mid-2024. For many companies, the platform provides a clearer understanding of a candidate’s capabilities before the first interview even takes place.
Gina Toh, CEO of ISS Facility Services, noted that the portal allows for better job matching, which fosters long-term stability for both the employer and the employee. While the system reduces administrative paperwork, some challenges remain. Toh highlighted that older workers may require more digital literacy support to navigate the portal, and many firms currently run the CSP alongside internal HR systems, creating a need for future technical integration.
New Features: Personalised Career Insights
Recent enhancements to the platform include AI-driven features that offer users personalized career insights and course recommendations. These tools analyze an individual’s current skills and aspirations to suggest specific training pathways, helping workers stay competitive as industry requirements evolve.
The Shift Toward Quality Hiring Outcomes
While the overall hiring cycle has lengthened—with the average time to fill a role increasing from 81 to 91 days—the quality of recruitment outcomes is improving. Industry experts observe that CV-to-interview conversion rates have risen by 35%, suggesting that employers are being more deliberate and successful in finding the right fit.
Vivian Tay, a director at executive recruitment firm Ethos BeathChapman, emphasized that while tools like the CSP are essential for verification, job seekers must still focus on articulating how their specific skill sets apply to real-world business challenges. As the market moves toward a “skills-first” model, the combination of verified digital records and continuous upskilling remains the most effective strategy for career advancement.
