Officials determined that an appeal against the first-instance ruling in an administrative lawsuit—stemming from a special audit by the Ministry of Culture, Sports and Tourism—is necessary. The panel concluded that a fresh review of the facts and legal interpretations warrants another examination of the judgment.

Background of the Legal Dispute
In November 2024, the ministry released audit results calling for severe penalties, including suspensions exceeding self-imposed measures, against Chairman Jeong Mong-gyu and other key figures. The KFA responded in January by filing for cancellation of the administrative disposition and a provisional injunction.
The court approved the injunction, enabling Chairman Jeong to secure a fourth consecutive term with overwhelming support. However, the substantive ruling differed: on April 23, the Seoul Administrative Court’s Administrative Division 5 (Presiding Judge Lee Jeong-won) ruled against the KFA, upholding the ministry’s penalties as within discretionary bounds and not unlawful.
