Yangju City Mayor Yang Ju-guk appeared at the Seoul Central District Prosecutors’ Office on May 4 for questioning over allegations tied to a lobbyist residence operated by Kim Kyung.
Prosecutors issued a letter of suspicion to the mayor, accusing him of collecting embezzled public funds funneled through Kim’s residence. Officials describe the property as a key channel used by a deputy mayor to handle illicit transactions.
Details of the Investigation
The probe stems from events ahead of the October 2023 by-election for Seoul’s Gangseo Ward Mayor position. Investigators allege Yang received nomination favors and cash from former Seoul councilor Kim Kyung, who acted as a lobbyist. The residence allegedly facilitated the transfer of embezzled municipal funds.
During an earlier investigation into Kim’s activities, prosecutors tipped off Yang about potential election violations. However, Yang maintains he never collected any illicit funds and denies any wrongdoing.
Political Fallout
Following his shift to suspect status, the Democratic Party’s nomination committee excluded Yang from consideration for the Gangdong Ward Mayor candidacy. This decision highlights ongoing scrutiny of public fund handling by deputy mayors and links to the mayor’s office.
The Seoul Metropolitan Police Public Crimes Joint Investigation Team led the initial summons, underscoring coordinated efforts to address municipal corruption claims.
