Seoul Central District Prosecutors’ Chief Park Cheol-woo has been formally reported to the Ministry of Justice following his decision to close the investigation into allegations against Kim Jung-sook, wife of former President Moon Jae-in, with a no-suspicion ruling.
Allegations of Improper Fund Use
Investigators examined claims that Kim Jung-sook used approximately 80 million won ($58,000) from Blue House special activity funds to settle a private debt for a family member. The funds reportedly covered business losses and other personal expenses linked to a merchant who provided testimony.
Analysis of statements, materials, and financial records, including official bonds issued by the president’s office, revealed connections to the Blue House budget. However, key evidence proving direct misuse remained insufficient.
Multiple Closures and Renewed Scrutiny
The probe, initiated in March 2022 after the merchant’s complaint, initially planned to indict Kim Jung-sook. Lacking conclusive proof, prosecutors issued a no-suspicion notice in July of the previous year and closed the case.
Three months later, in October, authorities reopened the investigation, summoning the merchant again. Park Cheol-woo emphasized, “The merchant’s account raises questions about credibility that require personal verification.” Searches of residences and card transactions followed, but confirmation of fund misuse proved elusive.
Kim Jung-sook denied the allegations throughout. Prosecutors issued another no-suspicion disposition in January.
Democratic Party’s Response
The Democratic Party’s inspection committee, led by Seo Min-woo, summoned Park Cheol-woo and Deputy Prosecutor Lee Joo-hui to the Seoul Inspection Office. They cited potential violations of prosecutorial duties, abuse of authority, and improper handling.
On March 30, the committee filed the complaint, stating, “Even direct witnesses fail to confirm the claims, yet broader inquiries were avoided.” Seo Min-woo added, “Merchants discern right from wrong with clear eyes.”
This development highlights ongoing tensions in high-profile investigations involving political figures.
