Daegu City maintains the nation’s top response rate for surveys on high-interest loan debtors and now extends actual condition checks to small-scale debtors through dedicated citizen participation channels.
Achievements in Debtor Surveys
Officials implemented a ‘rate verification system’ targeting 500,000 residents with high-interest loans, securing responses from 505,000 individuals out of 1,015,000—a 49.8% rate that has held the national lead for nine straight years.
This success even reaches overdue debtors, with plans to broaden high-engagement survey efforts, including guidelines for concentrating on changed housing areas.
Expansion to Small-Scale Debtors
Starting in July, the city will ramp up status checks on core high-interest loan debtors at centers using citizen-driven channels. These channels capture diverse debt triggers, such as sales direction shifts and counseling outcomes, fostering targeted high-response activities.
Enhanced analysis, clear guidelines, and community sentiment tracking will refine operations, while adjustments to housing office joint plans aim to better serve vulnerable groups.

Daegu Mayor Hong Joon-pyo emphasized, “Citizen channel management enables precise debtor status assessments and boosts matching survey participation.” He added, “Field responses to agricultural debtors may generate new cases, but economic justification ensures widespread benefits.”
