President Donald Trump has in latest months licensed the Central Intelligence Company to conduct covert operations in Venezuela and mentioned President Nicolás Maduro’s days are numbered, amid a buildup of U.S. forces within the area — with the most recent escalation being U.S. forces’ seizure of a big oil tanker off the Venezuelan coast.
